To analiz\u0113jam \u0161aj\u0101 \u2012 jau tre\u0161aj\u0101 \u2012 Latvijas Jauno zin\u0101tnieku apvien\u012bbas (LJZA) rakst\u0101.<\/p>\n<p>\u0160\u012b rakstu s\u0113rija balst\u0101s p\u0113t\u012bjum\u0101 par akad\u0113misko god\u012bgumu Latvij\u0101. P\u0113t\u012bjum\u0101, aptverot visas Latvijas augst\u0101k\u0101s izgl\u012bt\u012bbas iest\u0101des, kur\u0101s ir iesp\u0113jams stud\u0113t doktorant\u016br\u0101, tika aptauj\u0101ti gan \u0161o iest\u0101\u017eu darbinieki, gan \u0113tikas komisiju p\u0101rst\u0101vji. Iepriek\u0161\u0113jos rakstos ir apl\u016bkoti p\u0113t\u012bjum\u0101 identific\u0113tie akad\u0113misk\u0101 god\u012bguma p\u0101rk\u0101pumi [1] un b\u016btisk\u0101kie riski [2], kas ar to saist\u012bti.<\/p>\n<p>Saska\u0146\u0101 ar LJZA aptaujas rezult\u0101tiem, tikai 33% (36 no 110 respondentiem) no aptauj\u0101to augst\u0101k\u0101s izgl\u012bt\u012bbas iest\u0101\u017eu (AII) darbiniekiem uzticas savas p\u0101rst\u0101v\u0113t\u0101s instit\u016bcijas \u0113tikas komisij\u0101m, kam\u0113r 25% (28 no 110 respondentiem) t\u0101m uzticas da\u013c\u0113ji. Aptauj\u0101to lok\u0101 par p\u0101rk\u0101pumiem komisijai zi\u0146oju\u0161i tikai 43% jeb 25 no 58 aptauj\u0101tajiem, kuri ir pieredz\u0113ju\u0161i k\u0101du p\u0101rk\u0101pumu.<\/p>\n<p>LJZA aptaujas rezult\u0101ti par\u0101da, ka zem\u0101 uztic\u012bba instit\u016bciju \u0113tikas komisij\u0101m liel\u0101 m\u0113r\u0101 saist\u012bta ar respondentiem person\u012bgi zin\u0101miem gad\u012bjumiem, kad akad\u0113misk\u0101 god\u012bguma p\u0101rk\u0101pumi netika risin\u0101ti. Daudzi aptauj\u0101tie nor\u0101d\u012bja, ka vi\u0146iem tr\u016bkst p\u0101rliec\u012bbas par komisiju neatkar\u012bbu un objektivit\u0101ti p\u0101rk\u0101pumu izskat\u012b\u0161an\u0101. T\u0101pat valda \u0161aubas, vai \u0113tikas komisijas l\u0113mumi tiks \u0146emti v\u0113r\u0101 un vai tie tiks \u012bstenoti praks\u0113, lai nov\u0113rstu l\u012bdz\u012bgu situ\u0101ciju atk\u0101rto\u0161anos n\u0101kotn\u0113.<\/p>\n<p>Lai lab\u0101k izprastu akad\u0113misk\u0101 god\u012bguma probl\u0113msitu\u0101cijas, \u0161aj\u0101 rakst\u0101 apl\u016bkosim hipot\u0113tiskas situ\u0101cijas, kur\u0101s notiku\u0161i \u0113tikas p\u0101rk\u0101pumi. T\u0101s veidotas, iedvesmojoties no LJZA aptaujas respondentu sniegtaj\u0101m atbild\u0113m. Analiz\u0113sim, k\u0101 \u0161ie p\u0101rk\u0101pumi un pieredze to risin\u0101\u0161an\u0101 ietekm\u0113 jauno profesion\u0101\u013cu izv\u0113li palikt zin\u0101tn\u0113 vai p\u0101rkvalific\u0113ties, k\u0101 ar\u012b to, k\u0101 tas ietekm\u0113 Latvijas zin\u0101tnieku sp\u0113ju rad\u012bt zin\u0101\u0161an\u0101s balst\u012btas inov\u0101cijas, kas veicina valsts ekonomisko izaugsmi.<\/p>\n<p><i>Agnese ir p\u0113tniece un doc\u0113t\u0101ja, kura sav\u0101 darbaviet\u0101 saskaras ar favor\u012btismu un dzimuma diskrimin\u0101ciju. Diem\u017e\u0113l vair\u0101ki LJZA aptaujas respondenti dal\u012bj\u0101s pieredz\u0113, kur kol\u0113\u0123i, kas aktualiz\u0113ju\u0161i \u0161\u012bs probl\u0113mas, v\u0113l\u0101k biju\u0161i spiesti pamest darbavietu. Ar\u012b m\u016bsu piem\u0113r\u0101 Agnese zaud\u0113ja darbu nesaska\u0146u d\u0113\u013c. Citos gad\u012bjumos zin\u0101tnieki vienk\u0101r\u0161i vi\u013cas darba vid\u0113 un pa\u0161i izv\u0113las to pamest. \u0160ajos gad\u012bjumos Latvijas zin\u0101tne zaud\u0113 v\u0113rt\u012bgus cilv\u0113kresursus.<\/p>\n<p>B\u016btiski, ka 22% aptaujas respondentu (24 no 110) bija gr\u016bti pateikt, vai pret vi\u0146iem vai vi\u0146iem zin\u0101miem cilv\u0113kiem ir izdar\u012bts \u0113tikas p\u0101rk\u0101pums, jo vi\u0146i nezina, vai konkr\u0113to situ\u0101ciju var uzskat\u012bt par nopietnu p\u0101rk\u0101pumu. Kad \u0161iem respondentiem l\u016bdza raksturot neviennoz\u012bm\u012bgo situ\u0101ciju, vis\u0101s atbild\u0113s konstat\u0113jami akad\u0113misk\u0101 god\u012bguma p\u0101rk\u0101pumi. Tikai 24% aptauj\u0101to savu kol\u0113\u0123u prasmes atpaz\u012bt un atbilst\u012bgi r\u012bkoties \u0113tikas p\u0101rk\u0101pumu gad\u012bjumos nov\u0113rt\u0113ja k\u0101 augstas, turpretim 52% t\u0101s nov\u0113rt\u0113ja k\u0101 vid\u0113jas, bet 25% \u2012 k\u0101 zemas. Aptaujas dati liecina par iev\u0113rojamu neskaidr\u012bbu saist\u012bb\u0101 ar da\u017e\u0101diem p\u0101rk\u0101pumiem un iesp\u0113j\u0101m tos risin\u0101t.<\/p>\n<p><i>Ar\u012b Agneses kol\u0113\u0123is Elvis, lai ar\u012b \u0161\u0137ietami starp vad\u012bt\u0101ja favor\u012btiem, redz da\u017e\u0101das probl\u0113mas akad\u0113miskaj\u0101 darb\u0101. Piem\u0113ram, vad\u012bt\u0101js, v\u0113loties strauj\u0101ku virz\u012bbu sav\u0101 karjer\u0101, falsific\u0113 datus un Elvja jaun\u0101ko ideju p\u0113t\u012bjumam uzdod par savu. Elvis apsprie\u017eas ar kol\u0113\u0123iem, kuri iesaka par situ\u0101ciju nezi\u0146ot, jo padomdev\u0113ji uzskata, ka &#8220;vad\u012bt\u0101jam izteiks aizr\u0101d\u012bjumu, bet Elvim b\u016bs samait\u0101ta visa akad\u0113misk\u0101 karjera&#8221;.<\/i><\/p>\n<p><i>Vai darba vad\u012bt\u0101jam ir ties\u012bbas \u0161\u0101di izmantot savu padoto idejas? Vai Elvim izv\u0113l\u0113ties iest\u0101\u0161anos par god\u012bgumu vai tom\u0113r klus\u0113t un klaus\u012bt vad\u012bt\u0101jam? Vai ir iesp\u0113jams nodro\u0161in\u0101t god\u012bgu akad\u0113misko vidi, ja sekas trauksmes c\u0113l\u0101jam ir daudz negat\u012bv\u0101kas nek\u0101 p\u0101rk\u0101p\u0113jam? Vai jaunie zin\u0101tnieki, kuri sist\u0113mas ietvaros izv\u0113las klus\u0113t, att\u012bst\u012bs godpr\u0101t\u012bgas p\u0113tniec\u012bbas principus un sp\u0113s aizst\u0101v\u0113t savas zin\u0101tnisk\u0101s idejas un inov\u0101cijas, kas var\u0113tu nodro\u0161in\u0101t Latvijas tautsaimniec\u012bbas att\u012bst\u012bbu?<\/i><\/p>\n<p>Personas, kuras izv\u0113las zi\u0146ot par p\u0101rk\u0101pumiem, nereti sastopas ar negat\u012bv\u0101m sek\u0101m \u2013 draudiem, mobingu, emocion\u0101lu spiedienu, k\u0101 ar\u012b vi\u0146u zin\u0101tnisk\u0101 un akad\u0113misk\u0101 darb\u012bba tiek noniecin\u0101ta. Iest\u0101\u017eu atbildes uz \u0161\u0101diem iesniegumiem bie\u017ei vien ir form\u0101las un bez re\u0101las r\u012bc\u012bbas, bet da\u017ek\u0101rt zi\u0146ot\u0101js pat tiek pazemin\u0101ts amat\u0101. Aptauj\u0101 aprakst\u012bts ar\u012b gad\u012bjums, kur p\u0101rk\u0101p\u0113js iesniedz s\u016bdz\u012bbu par trauksmes c\u0113l\u0113ja r\u012bc\u012bbu, apgalvojot, ka t\u0101 ir nomelno\u0161ana. Diem\u017e\u0113l \u0161\u0101da pretreakcija tiek \u0146emta v\u0113r\u0101, izraisot negat\u012bvas sekas pa\u0161am trauksmes c\u0113l\u0113jam.<\/p>\n<p><i>Par Agneses un Elvja vad\u012bt\u0101ju jau iepriek\u0161 ir sa\u0146emtas s\u016bdz\u012bbas iest\u0101des \u0113tikas komisij\u0101, ta\u010du t\u0101s alla\u017e beigu\u0161\u0101s tikai ar form\u0101liem aizr\u0101d\u012bjumiem. Neskatoties uz ne\u0113tisku r\u012bc\u012bbu, vad\u012bt\u0101js tiek v\u0113rt\u0113ts pozit\u012bvi \u2013 vi\u0146\u0161 piesaista finans\u0113jumu un akt\u012bvi public\u0113 zin\u0101tniskos rakstus. T\u0113la kontekst\u0101 p\u0101rsteidzo\u0161s ir fakts, ka t\u0113ls tiek uzskat\u012bts par b\u016btisk\u0101ku nek\u0101 akad\u0113miskais god\u012bgums instit\u016bcijas iek\u0161ien\u0113. Darba iek\u0161\u0113j\u0101 vide, kur\u0101 kopum\u0101 visi viens otru paz\u012bst, ar\u012b ir viens no iemesliem, k\u0101p\u0113c respondenti atz\u012bst, ka r\u012bc\u012bba probl\u0113msitu\u0101ciju risin\u0101\u0161an\u0101 ir nepietiekama.<\/p>\n<p><i>Ausma, papildus citiem pien\u0101kumiem, darbojas ar\u012b iest\u0101des \u0112tikas komisij\u0101. Taj\u0101s reiz\u0113s, kad k\u0101ds v\u0113r\u0161as ar s\u016bdz\u012bbu vai l\u016bgumu izskat\u012bt p\u0101rk\u0101pumu, \u0112tikas komisija p\u0101rrun\u0101 situ\u0101ciju ar \u201cvain\u012bgo\u201d un sagatavo atbildi iesniedz\u0113jam, uzskatot, ka probl\u0113ma ir tikusi risin\u0101ta.
